At the time of the report, women and girls represented more than half of Howard County's population, yet women remained underrepresented in many leadership and decision-making roles.
For purposes of the State of Women and Girls, WGC examined women's representation in public service and leadership roles as an important measure of participation and influence in the community.
WGC does not fund candidates for public office or engage in the political process.

- In 2020, Howard County celebrated the 100th anniversary of the ratification of the 19th Amendment, yet women's representation continued to lag at the highest levels of leadership.
- At the time of the report, only one woman had served as Howard County Executive.
- Women were underrepresented in most of the leadership areas examined in the 2022 baseline.
- One noteworthy exception was Howard County's magistrates, who were 100% women at the time of the report.
